How to Make Questions Answerable by Anyone?

So every once and awhile, I’ll be looking through a tracked tag and find someone asking a question and be able to reply to such. Even though I do not follow them. Which… conflicts with my basic understanding of how that all works. How do I make such? IE, so anyone logged in can reply whether or not they follow me?
